What “pattern” means here
RSA 173-B:1 has long reached a pattern of conduct. HB 1522 (2026) aligns expert-witness practice with forensic pattern analysis: examples in the statute are not quantitative thresholds. A calibrated recurrence floor belongs in the method, not in the statute.
